Narrative:
Spoilers were deactivated improperly per MEL 27-65-00. Both #5 spoiler servo controls [left/right wing] only had cannon plugs disconnected. ZZZ failed to rotate servo valve to the locked position. Hex head against 'O' causing unwanted movement of the spoilers during operation of the aircraft. Aircraft is now in the normal configuration and no longer deferred.

Title: An A320 arrived to maintenance with the left and right wing flight spoiler servo controls (Actuators) at the #5 positions; improperly deactivated per MEL 27-65-00. Only the cannon plugs were disconnected; allowing unwanted movement of spoilers in-flight. Up-line maintenance failed to rotate servo valve to 'locked' position.
