Narrative:
During approach to [runway] xxr the flaps would not extend to position two. We advised ATC; discontinued the approach; ran the ECAM checklist and explored the situation. We then told ATC we could accept an approach to the longest runway and as a precaution asked for equipment to stand by. We declared an emergency and advised we would anticipate a normal landing and rollout. We advised the flight attendants and landed without incident.

Title: An A320 Flight Crew followed ECAM procedures and landed safely after declaring an emergency due to the loss of flap control at less than a landing flap setting.
