Narrative:

At about 200' AGL on final approach to runway 27L at atl, the tower controller broadcast, 'windshear alert. Southeast boundary wind 080 degrees at 20.' there was a rainshower over the marker. I advised the captain that this was a 20 KT tailwind. He acknowledged and landed the aircraft safely. The limiting tailwind for the medium large transport is 10 KTS. I felt a go around should have been initiated, but did not feel it wise to push the point this close to T/D. I felt we had plenty of airspeed and 9000' of runway. In retrospect, I feel I should have been more forceful and used the words, 'recommend go around, the wind is out of limits.' I also feel the personality of the captain is such that he would have landed anyway, and then given me a verbal lashing.
