Narrative:
Passenger load was given to the captain prior to leaving operations which showed 8 people based on this flight. The aircraft was fueled to 1400 pounds. 17 passenger actually boarded the aircraft. Among the 17 passenger was a 1/2 weight child. Computed takeoff weight on the manifest was 14085#. Planned fuel burn to sle, 200#, for a landing weight of 13885# at sle. 2 passenger and child deplaned at sle with 3 bags. No passenger or cargo were added. After landing at otm noticed 1 lot of cargo weighed 284#. Checked bag count, found 25 bags on board, plus 312# of freight. Pdx manifest showed 22 bags and 199# of freight. Pdx bag count should have been 28 bags. After recomputing weights found the following: pdx bag count 6 bags short (147#). Freight weight shown on manifest was 113# under actual weight on aircraft. Total error on manifest was 260#. Actual takeoff weight at pdx was 14345#. Actual fuel burn to sle was 230#. Landing weight at sle, 14115#. Maximum landing weight for the aircraft, 14000#. Problem could be remedied by more accurate bag counts by station personnel and insure that changes are given and noted by the person preparing the manifest.

NO PAX OR CARGO WERE ADDED. AFTER LNDG AT OTM NOTICED 1 LOT OF CARGO WEIGHED 284#. CHKED BAG COUNT, FOUND 25 BAGS ON BOARD, PLUS 312# OF FREIGHT. PDX MANIFEST SHOWED 22 BAGS AND 199# OF FREIGHT. PDX BAG COUNT SHOULD HAVE BEEN 28 BAGS. AFTER RECOMPUTING WTS FOUND THE FOLLOWING: PDX BAG COUNT 6 BAGS SHORT (147#). FREIGHT WT SHOWN ON MANIFEST WAS 113# UNDER ACTUAL WT ON ACFT. TOTAL ERROR ON MANIFEST WAS 260#. ACTUAL TKOF WT AT PDX WAS 14345#. ACTUAL FUEL BURN TO SLE WAS 230#. LNDG WT AT SLE, 14115#. MAX LNDG WT FOR THE ACFT, 14000#.
