An A320 was enroute level at FL350. A B737 was given a parallel heading. The A320 was told to maintain 020; but read back 060. The turn was identified and [I] took corrective actions; however separation was still lost. Make sure that foreign pilots speak clearly as possible.

Title: Two ZJX Controllers describe a loss of separation incident at FL350 due the misunderstanding of a heading clearance by a foreign Air Carrier crew; and the misunderstanding of the read back by the Controllers.
