Narrative:
We were level at 10000' when given a clearance to 6000'. The captain acknowledged the clearance and read back 6000'. I'm absolutely sure of this. In the descent at about 6500' the controller stated we were cleared to 7000', climb to 7000', make left turn to 220 degree. We complied and the captain said to the controller 'we were cleared to 6000 and that's what I read back.' the controller then stated 'whatever I cleared you to, maintain 7000'.' the controller was very busy this entire time and even asked several aircraft to be patient because he was working 2 frequencys. The frequency we were on was much too busy for him to be working another one also.

Title: ACR RECEIVED AND READ BACK DESCENT CLRNC TO OCCUPIED ALT. ERROR CORRECTED BY CTLR. OPERATIONAL DEVIATION.
Narrative: WE WERE LEVEL AT 10000' WHEN GIVEN A CLRNC TO 6000'. THE CAPT ACKNOWLEDGED THE CLRNC AND READ BACK 6000'. I'M ABSOLUTELY SURE OF THIS. IN THE DSCNT AT ABOUT 6500' THE CTLR STATED WE WERE CLRED TO 7000', CLB TO 7000', MAKE L TURN TO 220 DEG. WE COMPLIED AND THE CAPT SAID TO THE CTLR 'WE WERE CLRED TO 6000 AND THAT'S WHAT I READ BACK.' THE CTLR THEN STATED 'WHATEVER I CLRED YOU TO, MAINTAIN 7000'.' THE CTLR WAS VERY BUSY THIS ENTIRE TIME AND EVEN ASKED SEVERAL ACFT TO BE PATIENT BECAUSE HE WAS WORKING 2 FREQS. THE FREQ WE WERE ON WAS MUCH TOO BUSY FOR HIM TO BE WORKING ANOTHER ONE ALSO.
