Lost yaw damper on descent [at] 15;000 ft. [We] turned off auto pilot to check [flight controls]. Rudder and yoke frozen in all directions; took both pilots to free up controls to move them. They were not totally free. On the ground they become unmovable [with] steering inoperative.

Title: A Captain and First Officer report their yaw damper had disengaged even though the autopilot was still on. Autopilot was disengaged to check the freedom of the flight controls and crew found the ailerons; elevators and rudder to be frozen in place. Electric/Hydraulic Steering was inoperative after landing.
