Narrative:
Dca tower controller cleared us to 'line up and wait'. Several seconds later tower told us to hold short. I stopped as quickly as possible. Tower asked if we were across the hold line and we said that we were approximately 5 feet over the line. Tower sent one aircraft around that was 1 to 2 miles away on final approach. Tower asked if we could turn around; but we didn't have room due to another aircraft holding short waiting for takeoff. Tower then cleared us for an immediate takeoff. No major conflict/close call occurred. What could be done to prevent a recurrence would be to have the tower state who is next for takeoff; to move up to the hold line; which would allow the tower more time to sequence takeoff and landing aircraft.

Title: Air carrier experienced a runway incursion at DCA after ATC initially issued 'Line Up and Wait' but then changed the instruction to 'hold short' after the aircraft had crossed the hold short line.
