Narrative:
I descended a BE90 to 9;700 (MVA). Pilot read back the correct altitude. I was busy vectoring/working other aircraft and the pilot asked what his altitude assignment was. I looked at his mode C and it indicated 9;000. I did not notice that he descended below the assigned altitude. He was entering a 8;400 MVA so I descended him to 8;400 ft. The low altitude alert did not go off.

Title: NCT Controller described a possible MVA infraction when an aircraft assigned 9;700 continued descent to 9;000 apparently confusing the clearance; no ATC alarms were activated.
