Narrative:
Approximately XN00 on 8/thu/88 I was notified of my assigned trip on 8/fri/88 departing atl at XI20E. Looking at the flight schedule I decided to sleep from XX00 to XG30-XH00 in order to have adequate rest. At XB30 I received a call from a crew scheduler that my trip had been changed and we now had to leave atl at XD30. Result: I rolled over and tried to go back to sleep--and didn't. So that day I functioned as a crew member from XA30 to XG35 on 5 1/2 hours sleep. Historical note: heretofore I had not considered using the ASRS for this type of problem. However, since dereg the problem of crew rest has gotten a lot worse. Currently my air carrier feels a reserve pilot should be ready to go whenever called--24 hours a day. Should you say no, 'I'm fatigued,' and be disciplined?! I do not believe this is what the far intends.
