Narrative:
After landing; rudder was discovered to be physically frozen. Taxi possible via differential braking only. Aircraft had departed an airport with moderate rain about an hour and a half earlier followed by a fairly quick climb to FL410. After the aircraft was on the ground for approximately 15 minutes the rudder could finally be moved.

Title: A CE560XL flight crew discovered after landing that they could not move the rudder pedals. A short time after parking (taxiing via differential braking) rudder control returned. Reporters advised of low temperature icing conditions during their departure and climb to FL410.
Narrative: After landing; rudder was discovered to be physically frozen. Taxi possible via differential braking only.
