Narrative:
Captain's RDMI failed. Mechanic said that it might be able to be deferred. I know in IFR conditions it could not. Mechanic told me that if I wanted it replaced; I would have to refuse the airplane. Eventually the refusal went through; but it took 15 minutes to play this game. Guess how late we left? 15 minutes. I thought this whole 'you have to refuse the airplane to get it fixed' business was over with.

Title: B757 Captain reports a RDMI failure during preflight that Maintenance chooses to defer unless the Captain refuses the aircraft; in which case it will be repaired. Aircraft is refused and flight departs 15 minutes late following repairs.
