Narrative:

Large transport X vectored to avoid large transport Y and large transport Z did not turn aircraft soon enough. Callback conversation with reporter revealed the following: air carrier large transport X was southbound on J174. Air carrier large transport Y and large transport Z were northeast bound on J174 to ilm then J191 northbound. Large transport Z was in the lead and the only aircraft to conflict with large transport X. Reporter contended that when he gave the southbound large transport X the turn to save the sep, it was in time to do the job, but large transport X was slow to start the turn. The subsequent investigation did not bear this out. Traffic was characterized by reporter as light at the time of incident.
