Narrative:

Iad was on a one runway operation; due to strong winds. Runway 30 was the arrival and departure runway at the time. Runways 1C/left/right were not broadcast for arrival or departure. Runway 30 was advertised on ATIS as ILS runway 1R circle to runway 30. Air carrier X was on the approach for runway 30. Local controller advised me that air carrier X landed runway 1R; without landing clearance. No vehicles or aircraft were on the runway at the time. Air carrier X called the tower upon our request. Air carrier X pilot advised that [they] were cleared to land on runway 1. Turn off the runway lighting of the runways that are not in use; regardless if the are not officially closed; especially on a circle approach.

Title: IAD Controller described a landing event when traffic on an ILS Runway 1C/L/R Approach circle to land Runway 30 landed on Runway 1R without clearance; the reporter suggesting turning off runway lights to those not in use.
