Narrative:
Aircraft X was holding on runway 28. I scanned the runway and the asde-X; saw nothing; and then cleared aircraft X for takeoff. He said something I didn't understand and then he said a vehicle was on the side of the runway. He did not start takeoff roll; he never moved. A city vehicle had called me earlier; [because] he needed to replace a card on a sign and needed to get on runway 28. I cleared him on the runway and used my memory jogger; but when I cleared aircraft X for takeoff I scanned the runway and didn't see his car. There was nothing indicated on the asde-X as the transponder was not operating at the time. I asked the vehicle if he was clear and he said he was clearing. When I saw the vehicle clear the runway I cleared aircraft X for takeoff. Recommendation; I took all precautions but the transponder was not operating and I didn't see the vehicle because he was on the side of the runway.
