Narrative:
While on vectors to for the ILS approach; we noticed that the oil quantity in the #1 engine was low and decreasing. We declared an emergency to expedite our arrival.

Title: A319 Captain reports noticing low engine oil quantity while being vectored for approach. An emergency is declared and a landing accomplished before the low oil can become a larger issue.
Narrative: While on vectors to for the ILS approach; we noticed that the oil quantity in the #1 engine was low and decreasing. We declared an emergency to expedite our arrival.
