Narrative:
A C172 was given restricted low approach clearance at or above 1;800 MSL over runway 14; due to men and equipment on the runway. He read back the restriction. He appeared too low and controller asked him to verify altitude. Pilot said he had gotten too low and would correct. When asked what he wanted next; he said he'd just make this a full stop. Controller gave him instructions to enter a downwind; but pilot started to descend - he was told to 'go around' at this point. The snow removal vehicles were right below him. Mfd gets a lot of student pilots and inexperienced pilots. Pilot was advised later; via a phone call; that he was welcome to tour [our] air traffic facilities and ask questions about separation requirements and safe operations at a controlled field.
