Narrative:

[We] taxied out on lima to hold short of bravo. With the brakes set and stopped on the taxiway the aircraft weather-vaned 90 degrees to the right. The taxiway was iced over and the winds were out of the north at 35 gusting to 40 [KTS]. Our load was light [with] 3 passengers and 19.5 on the fuel. I then turned the plane into the wind and taxied back to the gate.
