Narrative:
On the approach to phl, descending to 6000' in contact with phl approach control, just about over the bucks intersection. Passing through 7200' copilot sighted an small transport in level flight esebound at our 11 O'clock position established 500 yds distance. I immediately took evasive action by pushing forward on the control wheel. We passed within 50-100' just below the small transport. Just prior an small transport had called approach control for flight following passing through his sector at 7500'. At no time did approach control call the traffic. We were traveling at 240 KTS in descent and overtaking the small transport rapidly. I believe that ATC is not obliged to call VFR traffic for IFR traffic outside the TCA. However, this mixture of IFR and VFR traffic is the most hazardous element of the system today. ATC should be obliged to call VFR traffic, particularly in areas around TCA's, perhaps below 10000'.

Title: CPR-SMT GA-SMT CLOSE PROX NEAR BUCKS FIX.
Narrative: ON THE APCH TO PHL, DSNDING TO 6000' IN CONTACT WITH PHL APCH CTL, JUST ABOUT OVER THE BUCKS INTXN. PASSING THROUGH 7200' COPLT SIGHTED AN SMT IN LEVEL FLT ESEBOUND AT OUR 11 O'CLOCK POS ESTABLISHED 500 YDS DISTANCE. I IMMEDIATELY TOOK EVASIVE ACTION BY PUSHING FORWARD ON THE CONTROL WHEEL. WE PASSED WITHIN 50-100' JUST BELOW THE SMT. JUST PRIOR AN SMT HAD CALLED APCH CTL FOR FLT FOLLOWING PASSING THROUGH HIS SECTOR AT 7500'. AT NO TIME DID APCH CTL CALL THE TFC. WE WERE TRAVELING AT 240 KTS IN DSCNT AND OVERTAKING THE SMT RAPIDLY. I BELIEVE THAT ATC IS NOT OBLIGED TO CALL VFR TFC FOR IFR TFC OUTSIDE THE TCA. HOWEVER, THIS MIXTURE OF IFR AND VFR TFC IS THE MOST HAZARDOUS ELEMENT OF THE SYS TODAY. ATC SHOULD BE OBLIGED TO CALL VFR TFC, PARTICULARLY IN AREAS AROUND TCA'S, PERHAPS BELOW 10000'.
