Narrative:

I was inbound for full stop from the northeast of the airport. I reported 10 mi out of these intentions. The controller acknowledged my transmission and told me to report over town of yakima. I reported 5 mi out, then reported over yakima. The controller told me to report a right base for runway 27, which I did. I was on about a 1 mile base. The controller asked if I had a commuter company Y plane in sight. I looked out my right window and saw one (a company Y plane) high off my right side. I then reported it in sight. I was not notified of its position or intentions. I thought the aircraft was climbing out from the airport. I continued on my right base and was asked again if had commuter Y plane in sight. I reported, 'no.' the controller cleared me to land behind a commuter Y plane on a 2 mi base for runway 27. I told the controller I was on a 1 mi base. At this time I saw the commuter Y on final descending below me from the left. I maintained my altitude to allow a safe distance between that aircraft and myself. I turned on final to follow the faster airplane. The controller noticed that my distance behind the other plane would put both of us on the runway at too close of an interval so the controller cleared me for right turn to a left base to have me land on runway 22. The other pilot is filing the near miss. The controller said they didn't even know anything was abnormal. The so-called near miss was when the plane that I was initially asked to see flew over me and then descended back to pattern altitude and the turned right base for runway 27, and it was the same commuter Y plane which I noticed on final. I was not even aware of any unsafe situation and felt I exercised safe and rational decision making processes in handling the situation. The other pilot is the one filing a near miss and I only want to tell my story to you, and express that neither plane knew where the other was. The controller did not realize that she was creating a potential unsafe situation for us. I was cleared to be where I was and feel no negligence on my part.

I LOOKED OUT MY RIGHT WINDOW AND SAW ONE (A COMPANY Y PLANE) HIGH OFF MY RIGHT SIDE. I THEN RPTED IT IN SIGHT. I WAS NOT NOTIFIED OF ITS POS OR INTENTIONS. I THOUGHT THE ACFT WAS CLBING OUT FROM THE ARPT. I CONTINUED ON MY RIGHT BASE AND WAS ASKED AGAIN IF HAD COMMUTER Y PLANE IN SIGHT. I RPTED, 'NO.' THE CTLR CLRED ME TO LAND BEHIND A COMMUTER Y PLANE ON A 2 MI BASE FOR RWY 27. I TOLD THE CTLR I WAS ON A 1 MI BASE. AT THIS TIME I SAW THE COMMUTER Y ON FINAL DSNDING BELOW ME FROM THE LEFT. I MAINTAINED MY ALT TO ALLOW A SAFE DISTANCE BTWN THAT ACFT AND MYSELF. I TURNED ON FINAL TO FOLLOW THE FASTER AIRPLANE. THE CTLR NOTICED THAT MY DISTANCE BEHIND THE OTHER PLANE WOULD PUT BOTH OF US ON THE RWY AT TOO CLOSE OF AN INTERVAL SO THE CTLR CLRED ME FOR RIGHT TURN TO A LEFT BASE TO HAVE ME LAND ON RWY 22. THE OTHER PLT IS FILING THE NEAR MISS. THE CTLR SAID THEY DIDN'T EVEN KNOW ANYTHING WAS ABNORMAL. THE SO-CALLED NEAR MISS WAS WHEN THE PLANE THAT I WAS INITIALLY ASKED TO SEE FLEW OVER ME AND THEN DSNDED BACK TO PATTERN ALT AND THE TURNED RIGHT BASE FOR RWY 27, AND IT WAS THE SAME COMMUTER Y PLANE WHICH I NOTICED ON FINAL. I WAS NOT EVEN AWARE OF ANY UNSAFE SITUATION AND FELT I EXERCISED SAFE AND RATIONAL DECISION MAKING PROCESSES IN HANDLING THE SITUATION. THE OTHER PLT IS THE ONE FILING A NEAR MISS AND I ONLY WANT TO TELL MY STORY TO YOU, AND EXPRESS THAT NEITHER PLANE KNEW WHERE THE OTHER WAS. THE CTLR DID NOT REALIZE THAT SHE WAS CREATING A POTENTIAL UNSAFE SITUATION FOR US. I WAS CLRED TO BE WHERE I WAS AND FEEL NO NEGLIGENCE ON MY PART.
