Narrative:
Departing skbo; we were given climb to FL360 from clearance delivery and the guxun 3 departure. Upon climbout approaching FL190 we visually noticed an aircraft crossing at approximately FL200. Departure came on the radio and requested that we level at FL190. As we started to level off an RA occurred on the other aircraft and we obtained an altitude of FL196 during the event. As we cleared the traffic and were descending to FL190; departure gave us continued clearance to FL240 and asked us about not stopping our climb at 17;000. We did not hear any request to level off at 17;000 from departure prior to the event. After the event; we looked at the departure plate and notice at the bottom of the chart under 'initial climb' it states 'jets: climb to 17;000'. All the other altitude and speed restrictions were in the FMC data base; but not this restriction.
