Narrative:
On approach to sfo via tipp toe/quiet bridge approach. While south of the san mateo bridge was slowed by approach to 160 KTS in order to allow an small transport to get in front of us. The small transport to land runway 28L and our widebody transport X to land runway 28R. The small transport was in front of us (approximately 11:30 position). We slowed to 143 KTS to maintain spacing and lose altitude. We were high on G/south xchking small transport, ILS and visual runway references about 1000' AGL when tower cleared a widebody transport Y for takeoff on runway 28L. The small transport slowed and we went to 50 degree flaps, 138 KTS, and managed to keep small transport in front of us by a much narrower margin as we crossed runway threshold (approximately 9-9:30 position). When 2 aircraft are flying visual parallel approachs the tower should treat the situation as a formation flight, the reason being whatever the tower does to the lead aircraft impacts the following aircraft. Had we made a published missed approach it would have subjected the small transport to our widebody transport X wake turbulence. The company and association is in contact with the tower chief. The tower chief is to pull tower tapes and brief the individual who cleared the widebody transport Y in front of the small transport.
