Narrative:
On climbout at 23;400 ft enroute to 25;000 ft co-pilot's outer windshield shattered. Emergency descent was initiated and emergency was declared. Center switched us to a diversion airport approach who cleared us to 5;000 ft with a vector to the airport. Another flight was held while we descended to land. Descent and approach were uneventful. Landing was successful. No injuries.
