Narrative:

An A319 was taxied to runway 10L; runway 28R was in use. The A319 called ready for departure; I scanned the runway and departure area for traffic; scanned the departure strip to departure control; cleared the aircraft for takeoff. After the aircraft was switched to departure the departure controller issued the release via the etvs (enhanced terminal voice switch). Recommendation: better awareness on my part. I made the error despite the fact that the strip was marked as an against the flow departure.

Title: BIL Controller described a failure to comply with ETVS release procedures during an 'against the flow' departure event.
