Narrative:
A B737 departed cyul; and was routed around military airspace by the montreal controllers. The pilots english was very broken; it appeared he was turning into the hot airspace. I tried to verify his route and he did not understand me; so I issued him a heading to the southeast. His slow turn resulted in him entering the airspace by a few miles.

Title: ZBW Controllers described a restricted airspace incursion when the Air Carrier flight crew was very slow to respond to directions allegedly due to language issues.
Narrative: A B737 departed CYUL; and was routed around military airspace by the Montreal Controllers. The pilots English was very broken; it appeared he was turning into the hot airspace. I tried to verify his route and he did not understand me; so I issued him a heading to the southeast. His slow turn resulted in him entering the airspace by a few miles.
