Narrative:

On takeoff runway 36R mem at time of vr, I noticed a light twin going from left to right in a climbing turn. Due to the aircraft's angle, I couldn't tell if it was going away or at me, so with my landing lights on I rolled the medium large transport X left and right so the other aircraft would see me. At that time we were in flight, then the aircraft was in direct line with our path. The other aircraft remained low and made a sharp left turn to the northwest. We then went over the aircraft and right. It is my feeling that with the new on time reporting system, not only are the airlines pushed to the limits, but ATC is also forced to push safety past the limit.

Title: MLG SAW SMT AS HE ROTATED ON TKOF FROM RWY 36R AND TOOK EVASIVE ACTION TO MISS THE ACFT. APPEARS TO BE AN OPERATIONAL ERROR.

Narrative: ON TKOF RWY 36R MEM AT TIME OF VR, I NOTICED A LIGHT TWIN GOING FROM LEFT TO RIGHT IN A CLBING TURN. DUE TO THE ACFT'S ANGLE, I COULDN'T TELL IF IT WAS GOING AWAY OR AT ME, SO WITH MY LNDG LIGHTS ON I ROLLED THE MLG X LEFT AND RIGHT SO THE OTHER ACFT WOULD SEE ME. AT THAT TIME WE WERE IN FLT, THEN THE ACFT WAS IN DIRECT LINE WITH OUR PATH. THE OTHER ACFT REMAINED LOW AND MADE A SHARP LEFT TURN TO THE NW. WE THEN WENT OVER THE ACFT AND RIGHT. IT IS MY FEELING THAT WITH THE NEW ON TIME RPTING SYS, NOT ONLY ARE THE AIRLINES PUSHED TO THE LIMITS, BUT ATC IS ALSO FORCED TO PUSH SAFETY PAST THE LIMIT.
