Narrative:

Approaching sfb; landing on runway 9L; ATC turned us to a heading of 290 at an altitude of 3;000 ft. There were multiple targets on the TCAS display to the south of our track. ATC advised us of an aircraft at about our 10 o'clock and 500 ft below us. We got a 'traffic' TA at this time. ATC issued us a descent to 1;500 ft. While descending; ATC issued a turn to a heading of 180 degrees which would have put us head to head with the target aircraft. I queried ATC and he told us that we had the aircraft in sight and that the other aircraft saw us and that they were VFR. I refused the turn and ATC issued a turn to 300 degrees in an agitated voice. We lost sight of the other aircraft in the turn. ATC then told us that we were clear of the other aircraft and to turn to a heading of 180 degrees. While turning we got an RA. We complied with the RA and advised ATC. The event occurred because of flight school activity in the vicinity of sfb and ATC issuing instructions that an MD80 cannot comply with. Response; evasive maneuver as directed by TCAS RA. Suggestions; move flight school practice area further from the approach to the airport. Train ATC specialists in the turn radius of jet aircraft.
