Narrative:
I was working local control at sav tower on sun, sept 1988. I had taken a point out on small aircraft Y, holding at mavis for an NDB runway 9, opposite direction approach. Medium large transport X taxied out for departure runway 27. After observing small aircraft Y turn outbnd in the holding pattern at 2000', I cleared medium large transport X for takeoff. Runway heading, climbing to 2000'. After switching medium large transport X to departure, I observed him continuing straight out instead of getting a turn on course. Departure had been busy reading new WX and had not been able to give medium large transport X a turn. When departure saw the potential conflict, he gave medium large transport X an immediate right turn and that was when medium large transport X reported passing small aircraft Y at about three quarters of a mi. I feel that contributing factors were we work local and ground combined, low traffic activity, low ceiling, I was in the middle of being relieved and I was on position for 2 hours and 20 mins.

Title: LESS THAN STANDARD SEPARATION BETWEEN SMA IN HOLDING PATTERN AND DEPARTING ACR MLG CLIMBING INTO HOLDING PATTERN AND SAME ALT.
Narrative: I WAS WORKING LOCAL CTL AT SAV TWR ON SUN, SEPT 1988. I HAD TAKEN A POINT OUT ON SMA Y, HOLDING AT MAVIS FOR AN NDB RWY 9, OPPOSITE DIRECTION APCH. MLG X TAXIED OUT FOR DEP RWY 27. AFTER SWITCHING MLG X TO DEP, I OBSERVED HIM CONTINUING STRAIGHT OUT INSTEAD OF GETTING A TURN ON COURSE. DEP HAD BEEN BUSY READING NEW WX AND HAD NOT BEEN ABLE TO GIVE MLG X A TURN. WHEN DEP SAW THE POTENTIAL CONFLICT, HE GAVE MLG X AN IMMEDIATE RIGHT TURN AND THAT WAS WHEN MLG X RPTED PASSING SMA Y AT ABOUT THREE QUARTERS OF A MI. I FEEL THAT CONTRIBUTING FACTORS WERE WE WORK LOCAL AND GND COMBINED, LOW TFC ACTIVITY, LOW CEILING, I WAS IN THE MIDDLE OF BEING RELIEVED AND I WAS ON POS FOR 2 HRS AND 20 MINS.
