Narrative:

I was working ground control/flight data/clearance delivery/controller in charge combined. Multiple aircraft called for clearance and just finish cutting the ATIS. I was not aware that aircraft X had called up inbound but was aware that aircraft Y was in the pattern along with two helicopters and another cessna. I heard aircraft Y tell local 1 that there is another cessna directly over the field at 1;000 ft. Then aircraft X called and said that he was nose to nose with another aircraft only separated by 200 ft (aircraft X). Recommendation; local should write a strip for all aircraft on their frequency and give traffic for aircraft as soon as practical.

Title: Tower CIC Controller witnessed a conflict event in the pattern; indicating had the Local Controller written a strip on all traffic being handled assistance could have been easily provided.
