Narrative:
I assumed the position from the prior controller and was briefed that this aircraft was descending on the STAR to 060. Before making any transmissions my attention was drawn to this aircraft due to a low altitude alert sounding. I observed the aircraft indicated altitude at approximately 051 descending in a 051 MVA. I immediately issued a climb to 051 to comply with MVA. I am unsure as to whether the controller issued a bad altitude or the pilot deviated. Later I observed the same aircraft failing to comply with its base turn altitude restriction on the va at sjc. I alerted the aircraft to its compliance failure and canceled the restriction. While the relief briefing was complete and the two minute overlap completed; the aircraft still descended below the altitude (briefed) that he was cleared to. I am unsure if separation with MVA was lost due to tolerances in the mode C readout.

Title: NCT Controller described a MVA infraction when a SJC inbound Corporate Aircraft failed to comply with issued altitude assignments.
