Narrative:
The winds on the field were a constant crosswind component of 25 KTS; and gusting regularly to 30 KTS. The flm instructed us to land runway 18R; and depart runway 23 at the same time. This was a very unsafe operation due to the fact that if a runway 18R lander had to go around; which was highly likely due to the crosswind component; they would have been placed in a very unsafe situation with the departure off runway 23. This operation was in effect for the greater part of an hour; putting numerous aircraft; and the flying public in great danger. The recommendation that I have is to determine that the flight paths of runway 23 and runway 18R intersect. If that is determined; then this operation will no longer be authorized.

Title: CLT Controller described a landing Runway 18R and departing Runway 23 simultaneous operation contending the operation was unsafe especially given the potential of a Runway 18R go around.
