In a downwind to runway 11 oak at 5;000 ft we received a GPWS alert to pull up. Ask ATC about the terrain and they stated 5;000 is their minimum vectoring altitude. MSA altitude on approach plate is 5;100.

Title: An A319 received a TCAS TERRAIN alert at 5;000 FT on the downwind for OAK Runway 11 in the vicinity of Mount Diablo and responded by climbing above 7;000 FT where the TERRAIN alert ceased.
