Narrative:

I was southbound; on the west side of the 710 freeway. At the 710/105 freeway intersection I made my initial radio call to long beach tower. Just prior to entering the delta airspace I contacted tower on 120.5 and requested a south 710 transition to south of the 405 freeway. Tower approved my request. As I approached the 710/405 intersection I saw traffic to my 10 o'clock; low on an intersecting flight path; a twin engine aircraft that had just departed either runway 25R or 25L at long beach. I realized the aircraft was climbing and slightly below my altitude and assumed the aircraft did not have me in sight due to the extremely close proximity we had. Immediate action was needed to prevent a collision. I pulled power to idle and made a hard descending right turn. I then questioned the lack of warning by the tower and was told sorry and that there was traffic; now to my west. I advised him that I barely saw the traffic and took evasive action to prevent imminent collision. I feel the aircraft was within 250 ft horizontal distance from me and since the aircraft was climbing I couldn't estimate the vertical distance. I was well within the delta surface area and feel the tower was solely responsible for the extremely close call that occurred.

Title: A light aircraft transitioning through the LGB terminal area had an NMAC with a light twin climbing out from LGB. The reporter complained about lack of help from Tower.
