Narrative:

The flight was cleared to and did intercept the hrl 024 degree inbound, having completed initial descent to FL280. Further descent was denied because of the warning area. At approximately 48 DME from hrl, we received descent clearance to 6000 and commenced descent. This put us very late on our descent profile. We were switched to brownsville approach, cleared to 400 degree to raymo intersection and cleared ILS 17R hrl. Subsequently switched to hrl tower. Tower told us to fly the ILS 17R, then circle east of fld for 35R. Wind 300, 10. First officer was flying. He was late turning in the ILS and turnoff to 195 degree heading out of raymo to intercept the localizer. By the time I turned and identify the localizer, we had crossed it. I then saw the airport, called fld in sight and asked to circle west of the field. I did not know the first officer had understood we were to circle west, which was wrong. We circled west of the field as reclred and landed. After arrival at the gate, we were requested to and did call hou center by phone.

Narrative: THE FLT WAS CLRED TO AND DID INTERCEPT THE HRL 024 DEG INBND, HAVING COMPLETED INITIAL DSCNT TO FL280. FURTHER DSCNT WAS DENIED BECAUSE OF THE WARNING AREA. AT APPROX 48 DME FROM HRL, WE RECEIVED DSCNT CLRNC TO 6000 AND COMMENCED DSCNT. THIS PUT US VERY LATE ON OUR DSCNT PROFILE. WE WERE SWITCHED TO BROWNSVILLE APCH, CLRED TO 400 DEG TO RAYMO INTXN AND CLRED ILS 17R HRL. SUBSEQUENTLY SWITCHED TO HRL TWR. TWR TOLD US TO FLY THE ILS 17R, THEN CIRCLE E OF FLD FOR 35R. WIND 300, 10. F/O WAS FLYING. HE WAS LATE TURNING IN THE ILS AND TURNOFF TO 195 DEG HDG OUT OF RAYMO TO INTERCEPT THE LOC. BY THE TIME I TURNED AND IDENT THE LOC, WE HAD CROSSED IT. I THEN SAW THE ARPT, CALLED FLD IN SIGHT AND ASKED TO CIRCLE W OF THE FIELD. I DID NOT KNOW THE F/O HAD UNDERSTOOD WE WERE TO CIRCLE W, WHICH WAS WRONG. WE CIRCLED W OF THE FIELD AS RECLRED AND LANDED. AFTER ARR AT THE GATE, WE WERE REQUESTED TO AND DID CALL HOU CENTER BY PHONE.
