Narrative:
On visual approach to runway 8L at mia; encountered wind shear on final approximately 500 ft AGL [and] executed [a] go-around. During climb out received a TCAS RA; complied with RA then noticed an aircraft passing by on right side and making climbing right turn. This aircraft was a departure from runway 8R. Continued with ATC instructions and notified ATC of RA. Landed uneventfully later on 8L.
