Narrative:

We had just pushed back and were in the middle of engine starting and running checklists. While performing my normal duties; I happened to see an aircraft wing out of the corner of my eye from the captains' side. I looked over and there was a dash-8 aircraft that was attempting to taxi between us and their terminal. This is a very narrow; tight alleyway that only has enough room for one aircraft at a time. The other aircraft's' right wing had to have gone over our wing because when I saw it; it was no more than 5 to 10 ft from my perspective from the cockpit window on the captain's side. The captain and I were both startled initially and were speechless.after a few seconds; I said on ramp frequency something like 'that wasn't the smartest thing to do' out of frustration. My captain spoke to the ramp controller who seemed clueless as to what was going on. I am unsure if the dash-8 was cleared by the ramp controller. I believe the captain of that aircraft should have exercised better judgment and waited patiently for us to taxi out. We were very lucky that our two aircraft did not collide. We sat there on the ramp for a few minutes before initiating our taxi as we were both a bit shaken up. I thought to myself; and I may have even said out loud; that I probably should not be flying right now due to the incident. But I was able to compose myself and we taxied out and completed the flight without incident.
