Narrative:
A B737 was issued taxi instructions for a runway 21 departure via a; D; east. The B737 passed the hold line and entered the safety zone short of the runway. No aircraft on final as this runway was in the process of being made active for the B737's departure. Recommendation; runway 21 is under construction and the displaced threshold is located where taxiway east enters the runway. The hold line for east is also the hold line for taxiway D. Because of the detailed taxi instructions; I believe they made the pilot think he would find another hold line at east. Do away with detailed taxi instructions. In my experience; if a pilot was confused of their taxi route they would ask and pay attention to the answer. Now these routes are quickly fired to these pilots without thought of them understanding them.

Title: GEG Controller described a runway incursion event when traffic taxiing to Runway 21 via Taxiway E crossed the hold line; the reporter listing runway construction and detailed taxi phraseology as causal factors.
Narrative: A B737 was issued taxi instructions for a Runway 21 departure via A; D; E. The B737 passed the hold line and entered the safety zone short of the runway.
