Narrative:

Climbing out of 13000', the cabin pressure started climbing at maximum rate. We descended to 10000' after advising ATC that we were unable to control the cabin. We diverted to ewr and made a normal landing. (The cabin did not climb to 10000') en route to ewr, we were informed by the F/a's of unusual noise below fwd galley area. We discovered in ewr that a section of the seal around the forward cargo door was missing.
