Narrative:
GA aircraft contacted me out of an altitude not per LOA or coordinated. Contacted ZZZ [center] and they said he was stopped at 12;000 ft. By the time I returned to the aircraft; they were below the MVA. In hindsight; I should have stopped the descent of the aircraft and then coordinated with the center.

Title: Terminal Controller described a MVA infraction that occurred when the Center Controller failed to adhere to LOA descent altitudes.
Narrative: GA aircraft contacted me out of an altitude not per LOA or coordinated. Contacted ZZZ [Center] and they said he was stopped at 12;000 FT.
