Narrative:
NOTAM for gcy showed displaced threshold on runway 23 and 5 and shorter length of runway. [I was] on approach; contacted field via unicom to determine active. On final approach to runway 23; observed construction vehicles at the end of the runway; also noticed large yellow 'X' on the end of the runway 23. To the right of the runway on the dirt; I noticed the indicator for the start of the displaced threshold about 500 ft up. As I got lower; a front end loader was in operation beyond the threshold and while I was approaching; it moved toward and actually reached the edge of the runway. At that point I aborted my landing. I again contacted the FBO via unicom; to confirm that I was at the right airport and that it was in fact opened. They informed me that the airport was open in spite of the X on the runway. On my second approach to land; the front end loader moved back to the taxiway as I approached and I landed without incident.

Title: C172 pilot on short final reports a construction vehicle approaching edge of Runway 23 beyond displaced threshold at GCY; and goes around. On the second approach the vehicle is well clear and a normal landing ensues.
