Narrative:
VOR 13L approach. After landing gear selected down; left main gear did not indicate down. Leveled aircraft at 1;000 ft for a pass over 13L for visual inspection of left main mount by tower. Tower reported left main appeared down. On go-around we were directed by tower to maintain runway heading and climb to 2;000 ft. We may have deviated slightly from both heading and altitude during go-around. After review of QRH; we determined that the most likely cause the left gear did not indicate down was inoperative annunciator bulbs (annunciator lights would not illuminate when tested). In an abundance of caution; we declared an emergency and requested airfield rescue and fire fighter equipment. Vectored to VOR 13R (longer runway) completed uneventful approach and landing. Taxied to gate.

Title: A B767-300's left main gear did not indicate down so a go around was executed; an emergency declared and during troubleshoot it was discovered the gear down light did not test so was assumed inoperative. A normal landing was accomplished.
