Climbing through FL260 [we saw the] first officer's altimeter off flag in view. Talked to dispatch who connected [us] with maintenance control; decided to use emergency authority and reset circuit breaker for altimeter. Altimeter came back; but lasted only a few minutes before quitting again. Decided to return to our departure airport and dump fuel to maximum landing weight. Fuel dump system did not work; a fault light was on. Declared emergency and landed overweight at 350.0 pounds; had emergency equipment standing by. [We had a] normal landing.

Title: B767 flight crew experiences an altimeter failure during climb out and resets a tripped circuit breaker. Circuit breaker trips again and crew elects to dump fuel and return but fuel dump system faults. An emergency is declared and an over weight landing ensues.
