Narrative:

Aircraft was picked up and pre-flighted at the maintenance hanger. Captain was the pilot flying. On takeoff roll with toga thrust (weather precaution); a 20 KT airspeed split was noted at the 80 KTS check. When the first officer (pilot not flying) called '80 KTS;' the captain's airspeed showed 60 KTS and the captain called out; 'no 60 KTS.' both pilots confirmed the 20 KT split and a rejected takeoff was executed with approximately 90 KTS showing on the first officer's airspeed indicator. Aircraft exited the runway and taxied back to the maintenance hanger without incident.
