Narrative:
Cleared direct hirmo on RNAV Z runway 11 at oak at 5000' MSL. Cleared for approach and aircraft started slow descent to 2500' at cerlux and slowing to 190 KIAS flap speed. 4.2 miles from hirmo at 4800' MSL controller stated to cross hirmo at 3000'. Should have stated 'unable;' but continued. On arc left on approach; still at 4200' MSL descending; another voice asked for an explanation. We were cleared to cross hirmo at 3000'; but were still at 4200'. Why?I stated that we were completely unable to cross at 3000' and the fixes were all published as 'above;' hence the slow descent. No more comment from norcal. I don't think ATC realizes that we cannot modify fixes except for speeds once we are inside the IAF (hirmo). A following aircraft chimed in that they were also unable to cross hirmo at 3000'; but no reply from ATC.
Original NASA ASRS Text
Title: After being cleared for the RNAV (RNP) Z Runway 11 approach to OAK; a B737-700 flight crew was unable to comply with a subsequent clearance to cross the IF (HIRMO) at 3;000 MSL but failed to advise Approach Control. A separation issue may have ensued although ATC did not pursue the issue short of bringing it to the the attention of the flight crew.
