Narrative:

ATIS reported 3/4 mi visibility. Cleared oxnard ILS runway 25 approach, cleared to land runway 25. Approach requires 1 mi landing visibility, which I believe I had. First approach was missed. Second approach I landed. No apparent conflict with regulations as I understand them. I had 1 mi visibility, and airport environments, so I landed. No known conflict with ATC. Reporter filed 'just in case.'
