Narrative:
Local control had a PA44 landing opposite direction to runway xxl and did not coordinate the opposite direction lander to the ground control as required. Ground control had only one aircraft taxiing to runway yyl for departure. The landing PA44 turned off the runway at taxiway A6 and did not call ground control; did not look to see if traffic was on the taxiway and proceeded to the ramp. This caused an E145 on the taxiway to hit the brakes to avoid possible collision. The E145 was not happy as you can imagine and asked what was going on with the twin that just cut him off. I advised him that I was not in communication with the aircraft but that I would find out what happened. Then the pilot gave his explanation and apologized to the E145. I reported the event to the flm who talked to the pilot via telephone. Recommendation; local control needs to follow the procedure for coordinating opposite direction landings. [We need] better scanning for all positions for situational awareness.
