Narrative:
I canceled my IFR flight plan and proceeded to the airport VFR. I called my position and intentions to enter downwind for runway 23 for landing; at 15; 10 and 5 miles as well as entering downwind and turning base leg. On base leg turning to final an airplane; apparently a tandem open home-built airplane passed by me 90 degrees off the final approach heading apparently flying a right base leg or passing through the base to final area in southerly direction. I tightened up my turn to avoid a collision and passed approximately 200 ft and level from the aircraft. I have a pcas unit in my airplane that never showed the presence of any airplane equipped with a transponder and neither I nor the airport attendant who had a portable radio heard anybody else call in on unicom. I landed and watched as the airplane came back and did a touch and go landing on runway 23 with the two occupants waving at me as they went by. This was witnessed by the airport attendant who was standing outside. This was also witnessed by the right seat passenger in my airplane.

Title: C182 pilot reports a NMAC with an open homebuilt aircraft on the base leg. Evasive action is taken by the reporter. The homebuilt is apparently without a transponder or radios.
