Narrative:
A gii departed teterboro airport on the dalton 19 departure procedure. The aircraft did not follow the procedures and entered class B airspace coming within close proximity of an aircraft on final approach into newark airport. Recommendation; the dalton procedure should be terminated and re-evaluated to see if it can be re-designed to meet ATC separation criteria. Aircraft routinely come within close proximity of each other.

Title: N90 Controller described a potential conflict event between a TEB departure and a EWR departure; the reporter suggesting the Dalton procedure be eliminated and/or modified.
Narrative: A GII departed Teterboro Airport on the Dalton 19 departure procedure. The aircraft did not follow the procedures and entered Class B airspace coming within close proximity of an aircraft on final approach into Newark Airport.
