Narrative:
Descending on the GQE3 arrival to mem; mem center gives a 16;000 ft restriction 10 DME from GQE3. Upon checking in with mem approach control; they were asking why we were not at 10;000 ft. Our readback to ARTCC was 16;000 ft 10 DME from gqe; when it should have been 10;000 ft. The GQE3 has a transition error from our direction; so the route assigned was not as published. This may have caused us not seeing that a 10;000 ft restriction was in the area we were in.

Title: An Air Carrier Captain reported that flying the MEM GQE3 arrival; ZME cleared the crew to 10;000 FT prior to BEERT but the crew erroneously heard and read back 16;000 FT.
Narrative: Descending on the GQE3 arrival to MEM; MEM Center gives a 16;000 FT restriction 10 DME from GQE3. Upon checking in with MEM Approach Control; they were asking why we were not at 10;000 FT. Our readback to ARTCC was 16;000 FT 10 DME from GQE; when it should have been 10;000 FT. The GQE3 has a transition error from our direction; so the route assigned was not as published.
