In [maintenance] briefing today we were asked to connect the [electrical] power cord from the goldhofer [tugs to the aircraft] during aircraft moves [tows]. We have been over this in the past and it was deferred to the safety [department] to come up with a safe procedure to do this. We have yet to hear from safety on a safe procedure. The goldhofers do not have a climbing ladder or a railing system to access and work off [of the tugs] upper deck.
